Is a residential shade sail project subject to city code? Is it even considered a permanent structure? Can't find much info on this anywhere.

Given how anal the CoA code inspectors have become, it probably is. It would be best to talk to the code officials, or at minimum right into your purchase contract with whoever is selling and installing the sail, that they are responsible for obtaining any required building permits. If they are not willing to do this, than do not sign with them.

Check under Chapter 25 of the City Code under Land Use/Zoning then under the subsection of "Accessory Uses for Residential Use" . I believe it's 25-2-893 if I'm not mistaken. This is probably the closest thing to go by for something like you described. If still in doubt you can always call 311 or COA Code Compliance for more clarification.
