Nope - like most of the people that moved here for stable employment, for affordability I must live outside the the farthest reaches of mass transit and therefore am a commuter by **gasp** car. I contribute to the horrendous traffic nightmare that seems to be the bane of existence of all who have lived here for more than 6 months.

I have no insider information, but imagine that the bus stops that get shelters are those with either heavy ridership, a safety reason for a shelter or repeated requests for a shelter. If you have a particular location that you know is used often, you might want to start the ball rolling by making a request. You may not get it, but it couldn't hurt.

It doesn't have to be one or the other. If people are standing in the sun waiting on the bus they could carry an umbrella to keep the sun off themselves. That has zero connection to rail as rail wouldn't solve the problem of folks standing in the sun at bus stops

You are correct. In fact, rail wont solve any problems. But quite a few people who currently ride the bus will move over to rail.
