I want to get out of Florida, and I'm thinking of moving to Austin. I'll visit first, but I know people online who live there, and they love it. I was trying to look for apartments for rent on Craigslist, but the site is flooded with spam from high-end real estate people. I'm looking for a 1 BR for no more than $650 a month. Is this even possible in a decent, safe neighborhood?

Probably not, unless you go with a roommate situation.

You wont find even a studio apartment for less than probably 800 a month. Unfortunately, Austin has one of the most overinflated housing markets going right now.

You can find something like that not all that far outside of Austin: possibly Buda (maybe not), probably Kyle or San Marcos to the South, Bastrop to the East, and if not Pflugerville, then Hutto. Within 30 minutes of Austin, but if you intend to work in Austin, those 30 minutes during rush hour will be more like 60-70 and will eat your life.

An efficiency in Hyde Park or West Campus could be found for that price. You need a rental agent? I know one.

The only places in Pflugerville that would have 1BRs at $650 are Section 8 complexes or other undesirable places. There is little multifamily in Hutto and the one complex that I know of, $650 would be too low. It's not cheap to live in the metro area any longer.
I will say though, that commuting is no big deal to me since I take pubilc transit.

I know of an efficiency on Speedway at 45th Street that rents for $599. There are others around campus that are also in the $600-$700 range.
