OP, you may want to look at this list:
10 Cheapest U.S. Cities to Live In-Kiplinger

It includes several towns in Texas, but these are likely included partially due to Texas' no state income tax, which is why property taxes are exponentially higher here because the money has to come from somewhere.

I'd personally take a look at Pueblo Colorado. #2 on the list , good weather (much less snow then Denver) and is historically a good percentage Hispanic so I doubt there would be many issue with your children being multicultural.

I will be much more blunt than previous posters: Texas is a low tax, low services state. It is also a high property tax state. This is not the place for those who are disabled on a fixed income. You will not have access to any services and property taxes will only rise. There are better places out there for people in that situation.

It looks like that maximum mortage payment corresponds to a loan amount of about $100,000. Obviously it depends on how much of a down payment you have, but based on other details I'm guessing you won't have much. I don't think getting a house for that amount is doable in Central Texas, much less an area with good schools. I don't even think you could get a mobile home, especially since the financing for them tends to be so expensive.
Have you considered North or East Texas? Cheaper land and more conservative Christians. East Texas has a much larger African-American popuation as well.

I understand it's frustrating when people are blunt... but Texans tend to be that way (especially compared to Utahns), even more so when confronted with wildly unrealistic expectations.

You should try the Smithville or La Grange area. These towns should be a lot cheaper than most of the towns that have been mentioned in this thread. If you get further out like Smithville or La Grange it will be cheaper, more rural and still within an hour's drive of Austin which is everything you're asking for. The schools will be as good as most other schools in Central Texas.
