Just now saw this thread, which seems have gotten off track.

Just another example of the serious trash problem Austin has. Please see my thread this week on this problem.

Yep, it is a real hot fall. 99 degrees on October 12.

This right here I think says a lot of it. If you have to move somewhere because of finances rather than because you felt really drawn to move here, and you'd much rather be somewhere else, it's hard to be motivated to take care of it because it doesn't feel like home. That impacts everything from litter to architecture to laws.
