True, it is not full, but it is probably as full as they want it right now - with a wet winter/possibly spring still on the horizon, they really don't want it too full right now.....

Can we please get back to washing our own cars now?

Of all the water restrictions, not washing our cars, even if parked in grass, was just ridiculous do-nothing theater.
