ok I understand client company want recruiters to send only verified candidates. But recruiters do take technical phone interview before forwarding my resume to client. Problem is 10 recruiters call my ex employers and I am not even called for interview. So my ex boss and ex managers gave my reference 10 times and I still have no interview at all. Isn't that frustrating?

There are many many qualified applicants for positions in Austin. It may be a matter of other candidates being more attractive to the client. Or it's also possible that those former employers aren't giving you as positive of a reference as you believe they are.
The fact is you'll have zero percent possibility for an interview if you don't provide what is requested of you. Perhaps you need to get out and network locally.
