Not to be argumentative, but then why is the CoA spending hundreds of millions to buy out the homeowners who bought/built in the Onion Creek floodplain where an Act of God flooded them out in heavier than normal rainfall?

Because it wasn't an act of god. Certainly it was heavy rainfall, but still should have only affected the 100 year floodplain.

The problem is that development in the watershed has changed the floodplain. Houses which previously _weren't_ in the floodplain now were.

I just found this post. I am looking for a sewer map that actually has street names on it...... can't locate one.

I never found one, Im sure they exist though. I was looking for lift stations and how a particular house was serviced.
