If you swap I-35 and SH130, you will be sending interstate truck traffic around the city, not through it. The 18 wheelers on I-35 would only be there if they had a destination in Austin or RR.

Sure, no problem.

Burying an interstate highway in a city where people often get in car wrecks on sunny days in zero adverse driving conditions...what could go wrong besides a horrific accident thirty feet below ground where there's limited access for first responders?

I think burying I-35 is an ear idea in theory, but if there's funds for this then it stands to reason that there's funds to construct an extensive and comprehensive subway or light rail system which would cut down on the air pollution and offer a reliable non-car option.

This is true. The difference is that I-35 carries 220,000 vehicles every day including trucks, busses and cars. Those vehicles carry hundreds of thousands of people and tons of products.

Rail wouldn't even match 10% of that total.

I-35 would offer a very nice, flexible, reliable non-rail option.

For $8B, yes it would.

Of course, it's also apples to oranges. That's $8B just for two new toll lanes(not the 7-8 each way there now), which will carry way less than 220k vehicles a day. Maybe 15k? 20? and probably no trucks.

But it's not just about added capacity. Isn't it also about improving flow with the altered entrances/exits and extended merge lanes?

I-35 is a bigger priority by a wide margin. Too much freight to/from Mexico goes through here.
