They would google them, most likely. And yes, there are a ton of companies (and individuals) that do it. Most of the time, though, their location is irrelevant.

Go to Godaddy (or some other hosting provider) and setup an account. Find and purchase a domain (website) name. Install prepackaged shareware (free) forum software. Done. To get a simple site and forum up and running should take 4 hours maximum.

The location is not really relevant. It was as if the poster asked, where can I buy a vehicle in austin?

family car?
RV?
motorcycle?
golf cart?
commercial van?
big rig?
why in austin?
etc etc

Based on the question you can assume they just want to throw something together (otherwise they would already have some level of sophistication). For that type of person you would not use an agency and would use one of the automated systems like WP Engine, Wix, or even shopify if you are making a store.

Basic Shopping site? (shopify)
B2B commerce site? (magento)
Info site with static info? (wix)
Site with constantly updated info? (wordpress/wpengine)
An application website? (custom)
mobile website? (custom)
Do you need graphic/layout design? (agency)
Do you need marketing branding? (marketing agency)
Does the domain need to be branded?
What kind of budget?

etc etc

Do you want a brick-and-mortar location with a human being in it to meet face-to-face, or will an internet-based company where you speak with a rep on the phone suffice?

Both solutions will guide you based on your needs.
