I'm curious as to how much dealers are willing to negotiate pricing.

All dealers seem to price about the KBB "typical" price. Which is usually well above the mid-point of the KBB range.

In addition, they add lots of fees. Doc fees, non-tax fees, and one dealer charges a large fee for putting nitrogen in the tires.

I haven't bought a used car in a long time.

They're usually very negotiable. One good trick is to check the stock numbers of the vehicle on their website, that'll tell you how long that thing has been sitting.

Just offer the best price you can come up with(given your knowledge of the vehicle and your desire to own it). Then just listen...and be prepared to walk away.
Anything other than tax, title and license fees should be included in the price of the car...not added on to the offered price. IF they are optional items(extended warranty, service plan, etc), those should be clearly listed as options.

Be prepared to walk away.

Try working with the new car dealership used car departments, and do all negotiating over the internet. It's easy to make an offer to a couple of dealerships with your preferred price and get one to bite. These days about the worst thing you can do is go in and negotiate in person; they have so many ways to hard sell you, upsell you, etc when you are a captive audience.

Plus if you do the negotiation online you can play dealers in other cities off each other, and easily see if you can get a better deal in another city without actually having to drive there first.

I've also bought a used car from eBay; it was a good experience and I got a good price, but with only having done it once I'm not sure I can recommend. But in general if anything goes wrong eBay seems to lay it on the seller and protect the buyer.

Depending on your price point, and what you want, don't forget to look at new 2019 vehicles still on the lot. Manufacturers are giving big money to dealers in incentives to clear inventory.

This is how I got my Camaro about 2 years ago. It was sold as brand new after it sat on the lot for a year collecting dust and about 300 test drive miles on the odometer. I picked it up for over $10k off MSRP.

I got a very fair price on the internet for a Honda HRV. It had been on the lot at a Jeep dealer for some time. Drove to San Antonio with cash to buy it. They packed on $3k of BS fees, useless non-Honda "certification" etc. Despite my wife and I driving to S.A. I did not feel "captive" and was not about to be upsold. I told them I agreed in good faith to a fair price and if they could not honor it we were going back to Austin. They removed the $3k of pure additional profit and I bought the car.
