As it should be.
I wonder if there is an electronic device available that could scramble a drone’s remote control signals?

Not legally, however; it shouldn't be hard. They use 2.4 and 5.8Ghz signals, similar to WiFi and Bluetooth. Both of which do not like RF interference on similar channels. Sending something up there with a strong enough bluetooth signal on a similar channel the Drone is listening on may interrupt or scramble its transmission.

There are however devices that are intended for such purposes, but it's not legal.

I still say shoot ‘em down. Shoot them down and throw them away. Deny, deny, deny.

Lather, rinse, repeat as needed.
