If not, what is a better neighborhood in the $150k range for appreciation that has a good school district but still close to town?

No one can predict the future, but I would think anderson mill would be good. In many of the areas it should be round rock ISD (canyon vista, westwood)

Anderson Mill, which is being annexed by Austin, is iffy as a good place to locate right now. Because of the annexation, the Anderson Mill MUD (Municipal Water District) is going to be in place as a Limited District for the next year, and property owners (one vote per household, must be registered voter) get to decide if they keep the Limited District of not.
So why worry?
The property owners will be paying double taxes if they chose the LD to maintain the Parks, Pools and contract for trash pick-up services.
Check the Anderson Mill website to determine if the area you refer to as Anderson Mill West is actually in the Anderson Milll Mud. There are maps showing the areas the MUD has at: Deed Restrictions, for the Map of the MUD's jurisdiction.
By the way, it the property owners vote for the LD, it will never go away.

Anderson Mill West is actually across 620 on the north side and in the Leander school district. It is technically in Cedar Park and covered by Williamson County Water (I forget their technical name).
