Easy does it. Name the comparable neighborhoods to Circle C and Steiner, with comparable amenities, that have no HOA. I don't know of any. There are none.

I'm not saying that "non-HOA" neighborhoods don't exist that are attractive, well kept and tidy, but they don't have divided tree lined parkways with beautiful landscaping through which to enter. They don't have the well maintained hike and bike trails, community pools, playgrounds, etc.

That level of infrustructure simply can't exist and be maintained absent an HOA structure. That's what I'm saying.

So for people who like what they see when they drive into Circle C or Steiner, it looks that way because an HOA is in place to insure the continued maintenance and upkeep or the appearance and amenities.
