They are cheaper than experienced engineers.

In many cases a mid-range engineer can be hired for roughly the same. I've known recent grads who were paid surprisingly well.

There's also the matter of control and and how they are treated.

One of my former student workers was hired by Intel recently after an internship.

That student was probably hired to replace someone who was laid off from a "contract" position.
