I think "casual work attire" in Spain is very different from what Americans wear when they're being casual. Most people wouldn't wear shorts to work, no. But as soon as they don't HAVE to wear long pants, they'll be changing into shorts. Just like everywhere else. It might also depend on where you were hanging out. In the touristy areas of Madrid you'll mostly find tourists (probably in shorts!) and people who work in the area. You might need to go to other areas to see "regular people" acting normal...

Or maybe it's because I lived in Malaga, by the beach. Shorts were a very normal part of life. And that's just Spain. Everyone else in Europe wears them too (although cargo shorts are a very unflattering American style of short pants which really aren't worn my many people in Europe!).

When we went to Italy a few years ago, we were told a certain 'tourist' give-away was either shorts and/or white athletic shoes.(both of which predominate my wardrobe!) I can't remember the last time I wore long pants so many days in a row!

I have been to Spain, Germany and Italy and the closest thing I saw to shorts was capris (on men) or skirts (on women).

From what I can tell, Europeans only wear shorts for athletics (and even then, Rafa Nadal still wears capris).
