It might have something to do with them being wasteful because they require water, but I think it's more that people are keener to compost and/or they have organic waste collection bins. We have organic waste collection bins in my area - for food scraps (except meat), grass clippings, leaves, small branches etc. It is collected weekly and the council turns it into compost.
I seem to recall that, at one time (maybe 20 years ago) they were banned by some councils if you were building a new kitchen. I'm pretty sure the guy designing my new kitchen (in Sydney) back around 1990 told me it was illegal to install them into new kitchens. However, I can't find any evidence of a ban on the internet. So if I'm right, the ban must have been lifted somewhere along the way.
I don't see putting the scraps into the compost or the waste collection bin to be an extra chore. It's easy!
They are usually only put into new houses over here in NZ. But here in Christchurch residents have an organic waste bin that is picked up weekly by the council so there isnt any real need to actually have one. A lot of people compost here as well.
