I seriously doubt that NASCAR would or could pre-determine a race winner. There is just too much involved, too many people. And if it got out that they were doing that, then NASCAR would have a serious integrity issue.

But...they can change outcomes of a race with their inconsistent penalties.

The penalty on David Reagan was a bit extreme, although it was obvious that he changed his lane a bit early.

Was a worthy penalty, stay in your lane. He screwed Stewart with that move which in turn caused them to pile up behind and wreck. It was the correct call, rookie mistake. He won't do it again

I thought about that choice to start outside instead of the inside lane. If he started inside the GM cars would not go with him and Bayne could have dropped in and push him on for the possible win.

I'd throw an extra penalty on Ragan for the absolutely BS justification he offered on TV.

He offered something to the tune of: he shouldn't have been penalized because his tires weren't down to the yellow line, so it should be considered a lane change".

He's out of his freakin' mind if he thinks he didn't change lanes. Just say we made a mistake and we'll get em' next time. Geesh!

Yeah, I heard that too. I'm thinking he was a little fuzzy on the ruling.
