If you're at all handy, you could replace the battery and front brake pads for $100. Then you've got a $2,000 - $2,500 vehicle.

I agree with this. Unless you are wanting to dump this vehicle then the $1500 but not a penny less. With the price of vehicles now days, if this vehicle runs well other than its current needs its a bargain. I see dealers selling 2010 Ford Focus for $20,000 so an SUV for $1500 that needs some common work is definitely a bargain.
Personally if thats all it takes to get this vehicle up to par I would do as recommended by others. Get a battery, get the brakes fixed and sell this vehicle for between $2000-$2500.
