Problem with car question (DAF, Mazda, 2000, motor)

I dont see many posts like this here but I cant find any forums online so far for car troubles - my mazda's steering wheel is tilted in the up position and wont come down like it normally does when I turn the car on - dont know if the little motor is broken or what. Does anyone know of a good forum out there in cyber space for this type of question? Thank you.
