3-steps beat me to it. But between Liquid Wrench and PB, I consider PB to be a good bit better.
Kroil can be ordered via mail from Eastwood if you can't find it locally, in my experience it's the best penetrating oil you can get.
The 5.4 Ford sparkplugs may or may not respond to it though, I have not worked on one of these myself but in general you have to "crack" the plugs loose at least 1/8 turn or so before the penetrating oil can get to the threads.
I know PB works well to help free up rusted bolts. As far as spark plugs its best to have the engine at operating temperature when trying to free up a stuck plug because the metal will be expanded and will allow the penetrating oil to saturate to the threads easier.Putting pressure on a cold plug in a cold engine is a sure fire way to snap it off quickly.

Any specific recommendations on that weird 5.4L sparkplug, besides try to change them often enough that they don't get stuck?
What about the 1-piece Champion plug as opposed to Motorcraft?
Yep, I've probably average a few hundred cans of Kroil a year and that's the big cans, unfortunately not even Kroil oil is gona help much with a gaulded up 5.4l ford spark plug, you are between a rock and a hard place.
