And, NO; this would not involve me breaking the law by using a cell by driving myself because I would simply memorize their license plate and then pull over and call the police dept non emergency line.

Does anyone do this? If googled this subject but there isn't much info about reporting this and I am surprised more people don't want to report these folks.

Yes; I admit that I am a tattle tale and have no qualms about it. I don't mind tattling one bit (I was a teacher's pet when younger).

I wouldn't really waste my time with it and I doubt the police would do much either.

Maybe
if it was in an active school zone or something... but even then I have better things to do.

the problem is the police i believe would have to see it happening and by the time they get to the location the driver is long gone or has turned off that road - im fairly certain the police do nothing
when it comes to tattling unless your reporting a drunk driver on the road - anyone could say this license number committed some traffic offense but in fact is being reported out of spite due to a
personal conflict instead of the good samaritan routine -
you should probably keep tattling in the classroom as a teacher may take action but i rather doubt the police will -

And what are the police going to do when you tell them?

Look up their license plate hopefully and ticket them.

What if we are stuck in traffic for a long time? Maybe a cop on a motor cycle is somewhere nearby. Also, I could snap a pic with my smart phone for proof.

You must really be a lot better driver if you can snap a picture while driving of someone else talking on their cell phone while driving, then call the police.

If the police department has COPS ON DUTY IN THE AREA they can go after the car since I will give them license plate and model and make and location. If we are stuck in a traffic jam then they can send a cop on a motor cycle.
