It doesn't? 17 Volts DC is enough to kill someone under the right conditions. The voltage would have to be running through you to have that kind of effect however. A shock from a DC voltage lighter would be localized to where you jam you figure into the socket. It would hurt but not seriously harm you.

Since 17 volts doesn't happen in a car, there's not much point in discussing it, is there? I assumed people would understand that since we're talking about voltage in a car, that any DC voltage other than that is irrelevant. Obviously, I was mistaken.

Grab both terminals of a car battery, or stick your finger into a cigarette lighter. You'll feel nothing.

Maybe, but I was correcting your assumption DC does not kill, it certainly can. Hybrid cars have much higher voltage in them (some 144 volts DC, others 300 Volt DC) I certainly wouldn't want anyone messing with the wiring with the assumption DC current is harmless.

You can't plug just anything into an outlet powered by an inverter. I've seen electric motors damage inverters. But people would expect to be able to plug anything in like in their house. So vehicle manufacturers are probably avoiding a LOT of trouble by not installing these.

To be fair, more than 17 volts DC does happen in many cars... just not at the cigarette lighter.
