Wrong, at least here in VA. You cant take them on a highway, they certainly can't use HOV and you do have to register and insure them over 50cc (which you could use on a highway then), plus have a class M on your license. Any scooter worth having is basically a motorcycle. And the little 50cc ones are annoying as sin because they can't make the speed limit.
