He is talking about a Webasto or Espar Coolant/cab heater not a plug-in electric engine block heater. This is a combustion appliance not a primarily electric appliance. It uses car fuel in a compustion chamber to produce heat which is circulated into the coolant system and the cars interior. Some of them heat the coolant only, some of them heat the interior directly as well. With the coolant heater the car is still cold when you get in, but heats up instantly as soon as you turn on the heater it is blasting hot air, the oil is warmed up via the coolant and everything is ready to go. They are great, almost all truckers in northern climates have one. American car owners are cheapskates though and don't buy them. You can usually get them at the same places that install top end car alarms/starters and if not there then you can go somewhere that deals mainly with big diesel engines. Many are distributors, but not all of them can install into cars. High end car starter/alarm dealers are the best bet with other webasto/espar dealers (who probably deal mainly with big rigs) are the second tier choice.
