No. Belongs to a guy named Mike Harrah. A developer of sorts in California and Hawaii. Hei is a chrome fanatic and had this car custom made. History channel featured it ona show about chrome.

I thought the car you pictured was Jay's Blastolene Special, a tank engine car that Leno owns...





But as it turns out, Jay's car is slightly different than Harrah's car, and the one you pictured is indeed Harrah's.

Note the differences:
