ok, assume you pull up to a 4-way stop, and there are cars in all lanes, waiting their turn. Cars proceed to go, in the order they arrived at the intersection. What if you pull up (last place in the rotation) and realize that you can safely proceed while someone else is taking their turn, without holding up anyone else?
For example, assume everyone is going straight. You pull up and are in the 4th position. The car in the oncoming lane happens to be in the first position. As he traverses the intersection (going straight), can't you also go straight during that time? You haven't held anyone up, because the cars in position 2 and 3 must wait for car #1 to finish, so what does it matter if you use that same time to move forward.
Go go,
You can proceed anytime it is safe to do so after you stop.
More that one car can use the intersection at a time.
Theoretically 4 cars can use the intersection at a time.

I had some guy chase me down and scream at me because I went at the same time as the car across from me.
