Best mileage was the 82 Audi 4000 Diesel, would get up to 50 MPG, hard to get it under about 40 MPG even if you "drove it like you stole it". So underpowered, you could rap it out to the max and not attract much attention.
Best overall economy for me has to be the 82 Scirocco that I drove to work today. 35-36 MPG at worst in winter, up to about 39 in summer on summer-blend (no ethanol) gas. Plus, it has some pickup and is an interesting car to drive, not muscular but it can get out of it's own way.
1991 base model Civic hatchback. It routinely achieved a little over 40 mpg of almost exclusively in-town driving. It couldn't do it every week, but it did it often enough to impress me.
We had a VW Beetle Diesel that got 40ish.
We currently have a 12 F0rd Fusion Hybrid that gets high 30's to low 40's
Recently drove a couple of random year Prii that got mid 50's with no special driving.

That would be the 1967 Cortina GT that I drove about 1972. it had a 1500CC 4 banger, Weber 2 barrel, 4 speed stick and got 36 MPG around town, 44 highway. I won the British Week Car Rally (San Francisco) in that, still have the trophy given to me by Jackie Stewart.
Equipped with a 1.9 liter Isuzu G200 engine and a 4 speed manual Isuzu transmission.
No power brakes, no power steering, no a/c, no power anything, not even a radio.
Bone stock, long bed.
My most fuel efficient vehicle is my 2008 Corvette.... Can easily get 28.5+ mpg on the highway.
