Is it possible to buy a car in Oregon and avoid the extortionate California sales tax? What are the general rules regarding this? Assume I have an investment property in Oregon, so I do have an address to furnish and ability to register the car in OR, but I live full time in California.

Before you register your vehicle in California, you will be assessed a "use fee". Until you pay that fee, you'll be unable to register your vehicle in the state.

Same for Washington, you will be assessed sales or use tax when you register. There have been some residents that find a way to license in Oregon and live in Washington but there have been patrols looking for that situation and big fines.

Exactly right. Public safety is not the aim of the well-trained police officers. Tax collection is.

The sales tax and use tax I believe are similar in order to eliminate that sort of thing. Hopefully you live close to the border of Oregon so you can realistically claim an Oregon address and just travel to work. Just a wild guess based on what I've read.

Back in the 90s before the initiative to reduce the registration fees passed, people would register RVs in Oregon using one of those mailbox place addresses. The State Patrol started stopping every RV coming into WA from Oregon and collected some big fat fines. You can buy other expensive items such as appliances and jewelry in Oregon and save some money, but not cars and boats.

Surprised no one caught on this. OR does not sell vehicles "no tax" to non-residents. It's done and over. Used to be that way. Not anymore.
Besides, you will be charged the fees mentioned anyway. So what's the point? And if you plan on buying used, beware - OR, esp Portland area, is country known chop shop cars reseller. Same goes for GA.

What about a non-California car and passing emissions in California?

I've read of car collectors who have trouble with that.
