i'd wonder how legal that app/device would be, meaning if someone thought they were under the limit and got stopped and blew over the limit, could they challenge it in court based on their smartphone saying they were ok? And how do they prove it?

It's either a blood sample, urine sample, or a more accurate breathalyzer machine at the station. In either case, the field test taken with the hand-held device when you are pulled over is not admissible as evidence of your BAC; only the results taken at the station are. This is true in NC as well.
People are quite significantly impaired as drunk driving when their BAC is .07, or .06, or .05. I agree with the limit. Driving is no place to be fooling around.

You have to be careful, especially since "quite significantly impaired" describes 90% of Americans that get behind the wheel without their morning coffee. And 80% of the ones that get behind the wheel WITH it.
It's important to be specific. What exactly does a BAC of 0.05 impair to such a level that justifies not allowing driving? And to what level is it impaired?
Let's treat the problem like so many rant about guns. TAKE THE BOOZE AWAY! Yeah that worked real well didn't it.
We need "accountability". Drive drunk, you are fined 10k, no if and or buts about it. Make the penalty severe, and it will go way down. But that again is a States Rights Issue, not some unelected bureaucracy in DC.
CDL = driving is your profession. Similar DUI restrictions are in place for a number of professions. I can see your point to blanket zero tolerance, but it is akin to prohibition and the jail system wouldn't ever be able to catch or hold all the offenders.
Unreasonable laws are commonly ignored - this is one reason so many people speed.
Bring back the roadside chain gangs that they used to have in the South. That would make drunks think twice. But the lib's would be all over that now wouldn't they.
