I don't see why it needs to come on after a green arrow, and I also don't understand why a flashing yellow is so flummoxing to so many people especially if there's an accompanying sign explaining what it means.

If it needs a sign explaining its meaning then it's probably a waste.
Why come up with this new light when we already have lights and sign that cover the need? If it's new, people will be confused until word spreads about what it means. Putting another sign up, when we have too many already, is a waste. Just go with what works already.

Because this allows for traffic flow scenarios that no other extant traffic control signals do. It also puts a control device signifying turn-on-yield directly in front of the turn lane instead of off to the side.

How many signs do you need to pay attention to when you're sitting in a left turn lane?
