I know when I lived in NJ you could take a license plate number, go to the DMV, and argue to get them retested for certain reasons. Does such a thing exist in California?
And for the people who can't imagine why you'd need to report someone, sometimes you have to report your own relative when they're clearly a danger to themselves or others but won't give up driving on their own. Hopefully not the situation the OP is dealing with, but it happens sometimes.

Yea, I guess so, I was thinking more of someone sees somebody do something, get the tag number, then fill out a form, so people could start doing this out of spite for another person, sort of like how a few child protected services are called in revenge against someone.

Seems democratic enough to me. Obviously a single or even a few reports from disgruntled drivers would not be enough to warrant DMV resources to have the driver tracked down and re-evaluated. However multiple reports over a significant span of time should certainly be enough to trigger an investigation of an allegedly horrid driver. I like the idea.

I wouldn't be surprised if there is a way to do it, but it seems pretty indirect for a random occurrence you see on the road. For one thing, the DMV doesn't know from the license plate who the driver was. For another,if you see something dangerous happen on the road the time you want a response is right now.
Under these circumstances, if I see someone doing something really bad on the road I would call the local or state police, give them the tag number, description of the car, and what you saw. I don't know if they would do anything, but it's worth a shot.
