IMO JT A passenger is in the car with you is aware of when talking should be curtailed, talking on the phone the person you are talking to has no idea what situation you are in and will continue to demand the conversation continue even though you are in a situation where more concentration needs to be focused on your driving. Talking on the phone whether hands free or not is a major distraction as half your brain is dealing with the person on the other end of the phone, your brain can tune out a radio show or some one talking to you while they are sitting in the car,not so with the phone conversation.IMO, While many seem to have no problem driving while having a phone conversation its not something i feel comfortable doing.
There are many sites that say driving and having a phone conversation is or isnt dangerous,heres a site that says driving and cell phone use isnt a good idea.

No but...

I'm willing to bet that in at least 99.99% of the conversations you have with your wife using your cell phone, you either had to dial her (distracting), or manipulate your phone (distracting) to receive her call.

Nobody is arguing against progressing technology. Banning the use of cell phones while driving isn't going to significantly affect "progress, excellence and expansion of human knowledge"
