Clearly you've never participated in a LeMons race. Safety equipment is not included in the $500 cap, none of that crap is except for an engine rebuild.

Don't know if this counts, but I used to Auto-X my Scion xB (yes, you read that right). But, ever since I got into motorcycle track days, I've given up on Auto-X. WAY more bang-for-the-buck in terms of fun and time on track.
Tracks I've done so far on the bike: Auto Club Speedway (Fontana), Chuckwalla Valley Raceway, Willow Springs (Big Willow and Streets of Willow), and Spring Mountain Motorsports Ranch (2.4mi configuration). I'll be running Buttonwillow (Configuration 13, CW) for the first time the Saturday after Turkey Day.
LeMons let's you sell parts off the car to bring the actual investment to $500. You could buy a car for, say, $1500 and sell the interior for $500, sell the stereo for $200, sell the wheels for $300... Then you have a $500 car. There is also residual value if you're dumb enough to keep bringing the same car back to race. This is negotiated with the chief perp for Lemons. It's not unusual to get like a $300 residual and then you can spend $200 on the car. Springs/struts and things like that become affordable.
The safety stuff can get expensive, roll cages are required and other things like cut-off switches and what not. I don't recall all the specifics. I've been on 2 teams and had a great time, although we never did worth a damn. The best we ever did was around 10th or so at a Chump Car race at VIR. Their rules are a lot tougher.
I have never seen any opportunity to drive a track alone, you are always put in a group with similar skills and a set of appropriate rules for passing, etc. The track operator must have some insurance, emergency service, corner workers, and track management so without a good number of participants they cannot afford to run an event.

My insurance actually covers HPDE's.
As soon as it's timed, you're S.O.L. if you crash.
Not even specialty track insurance will cover that.
