My understanding is they first showed up during construction of the Jersey Turnpike and since then have been called Jersey Barriers.

That video was produced to demonstrate the new barriers for our Embassy's and over seas military bases. Those barrier blocks are much more reinforced than normal Jersey Barriers, plus they are anchored. With that being said, they are very effective, aren't they?

LOL... this is NOT a jersey wall. This is something you would see at the entrance of a high security government building or a nuclear plant. These things are rooted deep in the ground. Note the 1000lb engine block being launched. Jersey walls just set atop the pavement and link together. DOTs usually have lots where they stack these things by the thousands to be dispatched for construction zones and what not.

Why would they name it after an island in the English Channel? It's just a concrete guard rail.

The "New Jersey Barricade" or "Jersey Barrier" is designed to force the wheels of a vehicle, running into it, to turn away (portion sticking out near bottom) and redirect the vehicle away from the barricade. That saves lives as it eliminates many head on collisions.

What they said. A dump truck would blast through the normal highway barriers you see everywhere, especially in a head-on impact like in the video.
