A decent programmer could definitely help. Notice the word 'decent', though. Anything with that low of a price point would worry me. A GOOD programmer will run $300-$500, and that's just the handheld unit with some canned tunes the deveoper came up with.
Not all ECU's have flashable EPROMS. For those cars, the chip is simply swappable, and those chips aren't exactly cutting edge anymore, so even a cheap one can do the job just fine.
Here's an example, these are for the Ferrari F355.
This obviously isn't cheap, but that's because you're paying an insane amount for the Ferrari markup. A chip for a Dodge Ram would be under $100 and accomplish the same thing.

I purchased a custom burned chip for my '01 Crown Victoria years ago. I didn't notice a whole lot of difference to be honest. More aggressive shift points, that was about it. Then I had a few other mods done, and they made a definite SOTP difference. Sent the chip back to superchips.com to be reflashed to recognize the new mods, and it made a really big difference.
a chip alone didn't do a lot for me at first, but if enhanced other mods I had done big time. a little bit better gas mileage too.
You will see no real MPG increase. You have a thirsty 5.7. Your truck already goes into MDS mode during light throttle.
True performance tunes may free up some HP, but will also lower MPG.
Don't waste the money.
