In NC, they passed a law 10-15 years ago that requires your lights to be on when the wipers are on and still you see decent numbers of people without them.

My wife's Jeep actually has a programmable option on the auto headlights that will do it for you, so I am sure other states have similar laws.

I don't mind when people use their hazard lights in the rain because it helps me identify drivers who have no clue what they're doing while driving. The same is true with people that drive without headlights in heavy rain or darkness. I know to use extra caution around them because they probably aren't that intelligent.

The thing that drives me nuts is people who use a turn signal to warn cars behind them that someone in front of them is about to turn. You slow down thinking this car in front of you is about to turn (should I go around?), only to see them speed up after the car in front of them turned. You have brake lights to warn drivers that you are slowing down, so there is no need to warn everyone that someone is about to turn. So dumb.
