When people talk about "maintenance been done" on a modern 30K miles car, you basically mean 3 or 4 oil changes and tire rotations. Any fleet owner or rental car company is going to have done those, and being the car is under warranty, I imagine most private owners have as well.

Agree. Not much to do the first 50-60K miles or so. A few oil changes, an air filter, some tire rotations.
My 2015 vehicle is at almost 25,000. I don't drive that much. At least it doesn't seem like much. A 2013 with 30,000 is reasonable if they're not charging 15,000 mile prices to buy it. I once bought a former rental with 30,000 on it after only a year. I put another 60,000 on over the next 2 years. Worked great! Also had a 2005 Grand Caravan that I bought with 48,000. We bought it in 2009. Worked great until almost 190,000 miles in 2015. 30,000 miles on a 2013 car is normal.
i once bought a taurus of all things from a guy who bought it from a rental agency when i got it it had 130k on it and he kept meticulous records which were not super bad. I never did anything and sold it for what i paid later. My wife and I drive a car that was a rental for the first 50k and now have 91k and climbing. maintenance is the key here both past and future. I have been known to put 30000 a year on cars some years get an inspection and check its records
A family member just bought a certified-used 2014 Toyota Corolla with 29K on it. I doubt he'll put 5K a year on it, and since he's in his 70's and it's a Toyota I think it'll outlast him, unless he gets rear-ended again by someone texting while driving, which is why he had to get a new car in the first place.
In contrast, I bought a 2014 Avalon in September with only 4K on it.
At the other extreme, my company vehicle is a 2016 and just turned 23K. I've only had it since April.
