Is there a check engine light on? Can you hear the fuel pump running?

Broken timing belt? Open the oil fill cap on the valve cover and look inside with a flashlight while you have someone crank the engine. Do you see "moving parts"? If so, the belt isn't broken.

This car's engine has a timing chain. A beefy one at that. The cam position sensor inside the distributor can cause some of these symptoms. The surging, however, sounds like maybe a vacuum leak. These engines were known for eating intake manifold gaskets.
