Around here it's not the police who are a problem, it's the revenue agents who walk around issuing parking tickets. Any equipment infraction is fair game for a ticket whether your car is moving or parked. The cops have better things to do; the revenue agents don't. In fact, walking around looking for and issuing citations for ticky-tack infractions is their primary function. I still haven't received one yet but I'm sure I would have if the cover were on the back instead of the front.

In AZ they are illegal. If a cop stops a vehicle with one of these illegal covers, they'll write you a ticket and make you take the covers off right there and then. If you refuse they'll have the vehicle towed away.
Those illegal covers are illegal for one reason, to break the law.

Can parking enforcement people write a ticket for something other than a parking infraction where you live.

In DC, parking enforcement will ticket you for all kinds of things. If your state's inspection sitcker is expired, they'll give you a ticket. If license plate frames cover any of the info on the plate (state name, stickers, or numbers), they'll ticket you. They don't do that in Virginia, I guess, because I see so many with dealer frames covering the name of the state. If they park in DC, they'll get a ticket.

No, but there are several "parking" infractions for things that have nothing to do with the actual manner in which you're parked. For instance, if I'm parked otherwise perfectly legally but I have a cracked windshield, they can write me a ticket for that.

Wouldn't bother with them. Testing has shown them to be rather ineffective.

My point is that the police can basically 'fish' with this. If they see you pull out of a bar, they can and will pull you over in hopes of a DUI. The reason they pulled you over in the first place would be because of your plate cover. If you didn't have this cover, they wouldn't have a legit reason to pull you over.
