Say that a car backing up irresponsibly bumps into the front bumper of a car behind it & leaves a noticeable blemish, then leaves without providing any information to the driver? What should that person then do with the dashcam evidence if they captured it? Do you provide it to the police?
Would they arrest the other driver for a hit and run? What happens, exactly?
Is the plate visible? If it is file a report, if its not just call your insurance. I doubt they would be arrested for such a minor thing. They would at minimum be giving a ticket.

I doubt they would be arrested unless they got out and looked, as they can claim they didn't know they hit anything. If you have damages that are going to cost you to fix, give the video to the cops so they can get the drivers info.
Any accident that causes monetary loss where the suspect flees is illegal. File a police report and call insurance, hopefully the license plate is captured.
