If they can afford to fly a car that costs as much as a house to another country, do you think they care if they get a ticket for not having the car registered?
Not terribly often, but occasionally around here in Pittsburgh.
A pretty fair number up in Grove City, the outlet mall up there is popular with Canadian subjects seeking to avoid their nation's large VAT- the commonwealth doesn't charge any sales tax on clothes
I was curious whether the car had British registration plates. Another article on the subject mentions that it was possibly driven by a Qatari royal. Lamborghini worth £400k seized by police in crackdown on uninsured vehicles | Mail Online
I'm surprised that Customs doesn't require proof in insurance, prior to permitting foreign vehicles to be off-loaded. OTOH, the article I linked mentions insufficient insurance, and one comment claimed a vehicle was seized because police alleged that giving someone a ride required more insurance.

The police in the UK are pretty hot when it comes to insurance. It's possible that the driver did have the car insured, but not for the person driving it when it was stopped.
IDK about in England but in California, you can be self-insured, alot of small business do that. Essentially, you buy yourself a bond of protection. You give an ass load of money to the DMV and if something happens, you dip into that fund. NO ONE does that with personal vehicles because its straight up stupid but it is possible if you have so much money you just don't care.
I see nothing wrong with it as long as they are temporarily driven there during their holidays and vacation times, now if they stayed there permanently with foreign plates, then yes that would be a problem.
What I do not like though, is that they have so much money they feel they can break a localities laws and just pay the fines and be on their way.
