I can't see how driving with the wheel so close up could be safer than further back in case of an accident. But, because of your size you may not have a lot of options. I would drive whatever is comfortable enough to be safe and drive a car with a pretty good safety rating and features.
Unless you're driving something where the air bag deploys based on weight, the farther you are from the wheel the better. Really depends what fairly petite means and how close we're talking. If you're towards the middle of the seating position, probably won't matter. If you're talking most of the way forward, it probably does.

That's a difficult decision and you really have to compromise. Your safety is better if you are farther from the wheel and airbag when it opens, but if you cannot push the clutch totally down to the floor, will cause premature wear
on it. It would help to put it into neutral when at a red light rather than just push in the clutch, if you are not able to reach the floor.

Yeah if I can't do the clutch further back it doesn't work, that is why I've looked at buying an automatic which limits my choices in cars (in europe were most cars are manual)
I do tend to shove it in N at stop lights
