I laugh when the GPS screen turns on and informs you NOT to look at it while driving. If they really intended for us to not look at it while driving, WHY PUT IT IN SUCH A VISIBLE PLACE? LOL!
Anything that keeps you from the activity of driving is a distraction; the population largely accepts distractions however. People greatly underestimate the process of moving a multi-ton object in close proximity to others, and they really don't get inertia.
Anyone remember when German automakers refused to put cup holders in their cars? They didn't believe you should eat in a car because it was a distraction, but they eventually caved to American buyers' demands.

I agree. Let's target those who are driving with pesky kids while we are at it! Profiling people with kids won't go over too well I think.
Maybe it's why so many people like heavily tinted windows. So they can eat or drink anything they want to and nobody can accuse them of it, because nobody can see it.

Well, you can ignore pesky kids in the back seat (At least, I know I'm more than capable of doing that.)

I would just about bet that this guy drives a car filled with garbage from all kinds of fast food places or just throws it out the window. I don't eat and drive in my car, I don't want the mess.
How about a gauge sweep?

I have seen "distracted driving" defined as "anything that takes your eyes or attention from the road in front of you".
As always, "Be careful what you wish for, you just might GET IT!" and "The law of unintended consequences always works. ALWAYS!"
How about sipping a coffee or soda while driving, is that a distraction that will need to be cited?

Well, people think it is harmless, but eating while driving is a distraction.
Per the DUI lawyer cited in the report, I'd rather distracted drivers get cited before they crash rather than after.
I agree. In France, it's illegal to eat while driving. Good law.
