I have never seen a 4 speed auto (in a car / light truck application) that wasn't overdrive.
This; all 4l60e's are overdrive units, there hasn't been a non overdrive transmission in a regular car since the 80's. The last non-overdive transmissions were 3speeds; th-350, C3, th200, th400(c3 is ford), 4l60e, and 4l80e were common in gm trucks/suv's until about the mid-00s. If you're trying to achieve better mpgs, I'd suggest a gear swap, the 4l60e has higher gears than the 4l80e, so unless you're going to wheel this thing, just stick with what you have. Or go 5speed manual. The 2wd model may have different gears, you would just need to remove the tailshaft for the tcase.

And when the torque converter locks up (usually between 3rd and 4th) it'll almost make it feel like there's a 5th gear, but there's not.

Typical GM issue. You need a trans rebuild. That's what you are looking for.
