what to write to tell u the truth. No 'please', no 'or else'...just checkin back in.
Was not going thru another summer (2014) of being woken up at 11:30 pm on a weeknight,
windows open...no one has done anything!
2 weeks went by, nothing, also no front lic plate.
He looks like a cute 30 yr old...not an evil guy....goes to work everyday 9:10 am.
Looked up local code...they will NOT tell him who the reporter is, whew. A year is enough...he rents, btw...not a home owner...the rest of us are.

The police will just tell him to fix it...no ticket, I don't think.
Is modifying exhaust illegal in your area? Just because it's loud does not mean it's illegal. Why would they issue a fix it ticket with out doing any investigation? Are just going to take your word for it? If you put a note on his car, and then he gets a visit from the police, he will know who reported him.

You don't sound like a happy person!
He hasn't harassed you or anything and he goes to work every day without a front plate and doing the best that he can.
You know nothing about his life as to why he is renting and you are not.
You should work for the Police or F.B.I.
I think it would be better to leave ASAP!

They would have to see him driving with a loud exhaust and pull him over for it.
But yeah, anyone with a loud exhaust running around late at night is a douche. I have a Harley trash neighbor that drives a POS pick 'em up truck with no muffler during the winter, doesn't work, wakes the whole neighborhood on his way home from the local scum of the earth bar.

Go for it. It doesn't hurt to try. Can you get any other neighbors to back up your complaint? That might help get the cops out of the doughnut shop to do their job.
Some people act out their anti-social behavior this way instead of doing it directly.

No, you give them the times and they observe it for themselves...that's in the ordinance...
they spell out the procedure.
Unlike dog barking that they observe for 5 solid minutes...it is a noise violation if it hits
certain numbers...it will...trust me it
is very loud.
Oh, no he would never know who reported him...police would never tell him and
risk a law suit if there was retaliation...it is in black and white, they don't.
There is an apartment building next door, it could be anyone.
I'm did not want to involve police or code enforcement.

I know nothing of his life...except he has a car that is disturbing my sleep, has a job and has nicely trimmed, cute facial hair.

like any violation the first time they say fix it and give a time limit...usually
21 days.
Like when you have a car without tags in a residential area or weeds too high.

Why not print out a copy of the noise ordinance along with a note that he is disturbing everyone in the neighborhood when he comes home late at night, and post it on his windshield? Be nice and friendly, don't threaten...
Then if he doesn't comply, get nasty on the second notice..
