I think it says ".10 kills", in reference to blood alcohol content.
Signs are allowed on utility poles - unless there are climbing stakes (which this pole has). Since most utilities use bucket trucks and don't climb poles anymore, it may not be an issue. Either way, it's a non-standard and meaningless sign.
I think you are right about what it says. The thing that irks me about it is that it is black on white. Seems to me that such a sign should be diamond shaped - black on yellow.
1986: Safe Roads Act calls for a four month license suspension for first offenders who refuse to take a breath test......presumes a driver with a higher blood alchohol content greater than .10 is drunk....
Then it goes on to say that in 2003 MASS became the last state in the union to go to .08.
The utility company should have a record of whom they authorized to put up that sign. Check with them and find the agency responsible and have them decipher the meaning for you or if it is indeed about drunk driving limits then have them change the sign.
And that, my dears, is why your teacher always insisted you need a value, here a zero, before a decimal point in a number. It should have read "0.10 KILLS". So take note, young'uns (old'uns too).

I agree, but that could very by location. For one thing, they would need to have the permission of the utility company, since they own the pole. Unless it's a city owned light pole. Some utility companies could be more cooperative then others to giving permission. I also think most government agencies would generally try to avoid attaching signs to utility poles. Because if the utility company decided to replace the pole, the city would have to then replace the signs. It's better to just put them on their own post, when possible.

Searching around on Google street view. There are many "no parking" and speed limit signs mounted on poles in the neighborhood. Not saying it's right, but that's what's done here.
Also note the city owned street light, and fire call box (damn haven't seen one of those in decades) attached to the pole. More then likely the city rents space on the pole for their signs and fixtures.
