I'm planning to start a website similar to cars.com , but the only difference between my website and cars.com is the website will advertise only the cars that are vin checked and no salvage records found.

Is it legal to do business like that ?

Why would some one use your site instead of carfax? How would you get your listings?

you will have to pay for carfax membership, but people would rather search my website for the damage free cars.

You don't have to pay to search for cars to buy on Carfax. You only have to pay if you want a Carfax report. Plus if you are searching on Carfax and specify a car with zero accidents, a copy of the Carfax is included in the ad.

Is it legal? Probably.
Would it be legal in your state? You will have to ask the appropriate authorities in your state to answer that question.
If you want to sell vehicles, you can put any restrictions on your sales that you want, IMO.
OK, so you want to limit your sales to Fords only. No problem.
You want to limit your sales to vehicles that you personally have inspected for safety (brakes, tires, etc.) No problem.
You want to limit your sales to a certain color. No problem.
IF you have the proper business licenses as required by your state and municipality.
