I am not sure but to me Baltimore has worst drivers in this area. One will pass you in exit lane only and you'd think this is bad only to realize other one is passing that driver on the shoulder and none of them is taking that exit! if traffic stops in front of you then passing on shoulder is as legal as going on green!!

All of this sounds scary and unsafe! I guess NYC is nothing to scream about. I mean, they cater to pedestrians, cyclists, etc as they continue to block roads to create pavilions and eating/park areas. But the road rules are usually followed here. When you get to the outskirts of NYC, I think it gets dangerous, especially when people drink and drive.

Yikes! I guess I will just take the T when I am there. I refuse to drive when visiting.
