I thot this was bird poop- altho it looked a little big and odd color.
so I tried wiping it off with a paper towel and water. did not come off.
I wonder what I can use to scrape it without ruining the paint?
It is a couple of swirls on the outside of car.
Have no idea what.

while I'm here I have another question-

2. find a reasonable body shop that will remove/paint/install new skin for you. Entire repair should cost about $600. In laws had RAV4 front door skin done for $500 plus paint job included.

No junk yards in your area? That would be my first place I'd look, you might find one same color. Make sure it's exact year. $100, little bit of work and it's like new.

Assuming you don't care what it looks like first sand or wire wheel the rust off, lightly sand the painted areas you're going to paint with about 1000 grit sandpaper for better paint adhesion. Mask off the areas you're not going to paint, apply primer and paint. Should be fine for at least a few years.
NEVER use paper towels on your paint work, they will scratch your paint terribly. Use a clean microfiber towel.
